The director is hereby authorized to promulgate regulations not in conflict with this
Chapter, the plumbing code, the City Charter, the laws of the State of Texas, V.T.C.A.,
Health and Safety Code § 341.031 et seq., as amended, and the Federal Safe Drinking
Water Act, 42 USCA § 300f et seq., as amended.
